Small boats top emitters

THE total estimate of greenhouse gas (GHG) emitted from Fiji’s shipping sector is about 227 kilotonne (KT).

This was highlighted by Maritime Safety Authority of Fiji (MSAF) chief executive officer John Tunidau on day one of the Pacific Islands International Maritime Organisation (IMO) Technical Officers Workshop at Tanoa Plaza in Suva yesterday.

Mr Tunidau said smaller boats were the biggest emitters of carbon dioxide in the country, contributing 33 per cent.

“The Government Shipping Services (GSS) makes up 1.5 per cent, uneconomical boats 1.6 per cent, economical boats 29.5 per cent, fishing boats 11 per cent, tourist boats 15 per cent and others contributed 8.4 per cent,” Mr Tunidau said.

He highlighted that there was a national plan and policies to address GHG emissions in the country.

“We have a national climate policy (2012), a green growth framework (2015) and the maritime transport policy (2015),” he said.

“Under the national transport plan, the ratification of maritime international conventions address ship-based marine pollution including air pollution.

“To improve and provide resilient infrastructure and equipment, building human resource capacity, having a multi agency approach and getting energy efficient propulsion systems and hull designs.”

He said ships in Fiji were using lighter diesel fuels and moving away from heavier fuels such as heavy fuel oil (HFO) and marine diesel oil (MDO).

He said this reduced reliance on imported fossil fuels which in Fiji’s case, imports as of 2013 statistics amounted to $660 million.

He said there were some short-medium term measures in place to reduce emissions in the country.

“Having cleaner hull raises fuel efficiency and lowers fuel consumption. Moving away from the use of two stroke engines for outboard motors to four stroke which is more efficient and finally having electric outboard engines,” he said.

“In Fiji, we are optimising routing for ship operators and owners and slow streaming. Ships in the country are normally running on economical speeds leading to less fuel consumption and reduction in emissions.”

He revealed that as of October 31 last year, a total of 2224 ships were registered by MSAF.
