Queen’s head on $100 bill

Yesterday, after withdrawing from the ANZ-ATM machine opposite the University of the South Pacific gates, Laucala and using the $100 bill that was dispersed from the machine to buy some goods from a milk bar next door, I was informed they no longer take $100 dollar bills that have the Queen’s head printed on it.
Is this a new government regulation that I have missed? I had to go back and withdraw $50 to purchase my stuff. Is this something new from the Reserve Bank?
If so, ATM machines can no longer disperse these notes if shopkeepers are not willing to use them.
Can someone please enlighten the public on the use of these hundred dollar bills?
