PORT MORESBY, 19 DECEMBER 2018 (THE NATIONAL) – Papua New Guinea Police Commissioner Gari Baki has warned his top officers to ensure that all complaints lodged against members of the constabulary are investigated.

“I am very disappointed with the many unattended allegations (against police). We fail to punish the perpetrators because authorities neglect their duty to investigate police officers,” Baki said.

He addressed 75 provincial police commanders, deputy commissioners and directors who attended the annual police commissioner’s conference in Port Moresby.

He blamed senior officers who “simply ignore and neglect their fundamental duties”, resulting in allegations not being investigated.

The conference will focus on strengthening leadership roles in the constabulary by “going back to the basics to refresh and re-establish policies to improve the department”.

Baki said when there was an allegation made against a police officer, officers in charge chose to ignore it.

“When there is a requirement for investigation, they choose not to do the investigation,” he said.

“Such cases are becoming common and have increased over the years causing the public to lose confidence in the police as the law enforcers.

“If police officers are to be investigated, we must do it. They need to face the law.”

Baki said the police commissioner’s annual conference was held to discuss the outcomes of the executive management meeting held last September which looked at issues affecting the constabulary.

“Holding a lot issues that interrelate to policies contributes to leadership,” he said.

“This meeting will train all the commanders and officers (when they return to their provinces) on the day-to-day duties and responsibilities they will take.”

Meanwhile, Chief Ombudsman Michael Dick told the officers that everybody was looking for trustworthy leaders.

Dick told them that they should acquire a leadership integrity role to re-establish policies and guidelines which had been lacking over the years. “I believe we are in desperate need of leaders with integrity in every area of governance, even in our churches,” he said.

“It is important to understand why integrity is so important for someone in a leadership position.”

Dick said leaders who lacked integrity “will surely fail”.

“But with integrity, a leader will never fail those he leads,” he said.
