GOOD governance and educational management are the institutional mechanisms that transform policy into practice and generate effective and efficient learning outcomes relevant to personal, community and national development, says University of the South Pacific vice chancellor Professor Rajesh Chandra.

While speaking at the 20th Conference of Commonwealth Education Ministers (20CCEM) in Nadi last week, he said there was a need to build the capacity of teachers and school management. systematically linking this to sustainability and resilience.

He said educational assessments and data collection systems were well established by a range of existing agencies, but national assessments needed more data.

Prof Chandra said national assessments were usually summative and limited to some subjects and grade. He said, therefore, there should be a provision of inter-Commonwealth technical assistance to enhance the quality and content and predictive validity of high stakes examinations that assessed Education Sustainable Development (ESD) outcomes.

He added that provisions were needed for the development of formative assessment instruments related to core subjects at different grade levels, linked to the national curriculum and ESD that could be used by teachers.
