Query on delays

DURING the Water Authority of Fiji's (WAF) submissions on the 2014 Audit Report on their special projects, a lot of concerns were raised on the delays in their project completion.

Public Accounts Committee chairperson Ashneel Sudhakar noted that the contract for Augmentation and Rehabilitation of Kinoya Sewerage Treatment Plant was awarded to Technofab Engineering Ltd (TEL) on 18/11/09 and it was to be completed in 70 weeks on 01/12/11.

The Office of the Auditor-General (OAG) had noted that the then WAF general manager projects had provided reasons for the delay; they also highlighted that the contractor Technofab Engineering Ltd (TEL) did not complete the works by the revised completion date of August 30, 2013.

"Can you give an explanation why there was so much delays," Mr Sudhakar asked.

WAF general manager planning and development Nemani Waqanivalu said one of the main problems of the project was that it happened during the transition from PWD.

"A lot of the designs had not been finalised then; there were a lot of problems with the designs which led to the delay in their finalisation; that's part of the reason why the project was delayed," he said.

He said part of the cause of the delay was also from the Government side who designed certain parts and components of the project.

"I believe this was the main reason for the delays and the approval of the extensions of time for the project," Mr Waqanivalu said.

He said the problems were inherited by WAF.

"So PWD had tendered it out and WAF inherited it," Mr Sudhakar asked.

The PAC chair also asked if the project has now been completed and Mr Waqanivalu answered yes to both questions.

The WAF team was making submissions to the PAC on the 2014 Audit Report on Special Projects undertaken by them.
