ANOTHER ratepayers' group in the capital has hit out at the Suva City Council's move to create a litter free city.
Flagstaff ratepayers spokesman Sher Bahadhur said the Green Waste Policy was impractical because there was no proper consultation and by the council with Suva residents.
"Everyone thinks that it is a Tamavua problem because Fred Caine has been speaking out but it affects all of us," he said.
"We have a petition going around Suva right now.
"Had the council consulted the ratepayers they would have come up with something that works."
Mr Bahadhur said the sacks the council has asked ratepayers to use were non-degradable and harmful to the environment.
The petition says that by adopting the policy in its current form, the council was transferring its responsibility of keeping Suva clean to the residents.
"The council's act of keeping the streets clean does not make Suva clean if the rubbish is accumulating in the compounds of the residents of Suva.
"What criteria were used to limit each household to two bags of rubbish anyway?"
It said the proposed policy would create additional burdens on the ratepayers.
"As your new policy requires that green waste be stored inside the ratepayers' property, gates be left opened and dogs tied down on collection dates, our properties would be left unsecured to allow the waste collectors to get and collect two bags of rubbish.
"This would expose our properties and encourage undesirable elements to commit offences such as breaking in and damaging properties, stealing, trespassing and other criminal activities including the possibility of assault and rape."
The Flagstaff ratepayers questioned whether the council would accept responsibility for any such event and provide compensation.
