THE involvement of civil servants in drawing up the People's Charter was because an interim government was in place, says National Council for Building a Better Fiji member Josefa Serulagilagi.
His response followed a question from the floor over the independence of the council.
Mr Serulagilagi said the council was independent of the interim Government however, civil servants were involved in the charter because it was part of the civil service machinery which had a government in place.
The NCBBF worked independent of the interim Government at certain levels, he said.
