The tension between the Government and the military has forced Prime Minister Laisenia Qarase to look at regional partners to step in and help.
Mr Qarase has called for a meeting of Forum Ministers this week to discuss the continuous impasse, expecting them to find a solution.
The meeting is scheduled o be held in Sydney, Australia, this Friday.
Minister for Foreign Affairs Kaliopate Tavola will attend the meeting on his way back from Europe. He is expected to link up with Tourism Tomasi Vuetilovoni, who has been acting in his post since his departure.
Mr Vuetilovoni will update him on the latest situation in Fiji before they represent the country at the special Forum Foreign Ministers meeting.
In apress statement yesterday, Pacific Islands Forum secretary general Greg Urwin said Mr Qarase had asked that the meeting be held in accordance with the Biketawa Declaration.
As a result, the special meeting was convened.
"The purpose of the meeting is for the Government of Fiji to advise regional ministers on the situation in Fiji."
The Forum Secretariat is liaising with Forum countries to confirm participation at the meeting.
Australian Foreign Affairs Minister Alexander Downer had earlier pushed for a Forum leaders meeting.
Yesterday, Mr Qarase said the declaration outlined options that could be taken by the ministers at the meeting.
However, this did not necessarily mean a call for intervention forces.
"The steps provided may not even require for intervention," he said. "But it all depends on what is decided at the meeting on Friday."
He said the option was being pursued after his Government agreed that all available options be sought to help solve the impasse.
"In the mean time, the Great Council of Chiefs is doing their bit. I am trying to establish dialogue and the Forum Ministers are having their meeting," he said.
"This is because of the seriousness of the situation, it warrants consideration of all options that we have to take up and avoid getting into crisis," Mr Qarase said.
He said Mr Vuetilovoni would update the meeting with Fiji's situation as he had been acting minister for about two weeks.
