THE declaration of a community into a town depends on the will of the people, says director Town and Country Planning Losana Rokotuibau.

Ms Rokotuibau said section five of the Local Government Act stated a representative of the community or a committee could make a representation to the local minister stating their wishes to declare their community as a town.

She added that the minister would then set up a committee to do consultation work for the community.

"When a community says they want to be declared a town they are telling government that they can look after their own community and they can generate the revenue that government needs which is known as town rates," she said.
