THE Fiji Volleyball Referees Association aims to implement the one-hand rule by the end of the year.
The rule will disallow all forms of dunking with one hand. Association assistant director Sam Moses said the rule was implemented strictly overseas.
"I was at the Pacific Mini Games in Wallis and Futuna last month where I saw how strict they were with the rule," he said.
"It was one area where Fiji was weak in and they were penalised quite often."
Moses said Fiji teams were always dunking whenever they got the chance.
"It's when the ball is over the net and the players push the ball down with one hand. We are going to come down hard on teams that do this, but firstly we will educate the players, teams, clubs and associations on this rule."
The Raiwaqa Volleyball Association is the first to implement one-hand rule.
