Update: 6:29PM PEOPLE living in the Sugar City are being warned against dumping rubbish in waterways.
Special administrator Praveen Bala said litter thrown by people living in the suburbs ended up clogging drains in the city and caused flooding on Thursday near the Value City used clothes outlet.
"Please dispose of rubbish in bins," he said.
