Fiji Rugby Union's most recent recruit, technical director Mike Brewer has called for tighter control over the "governance of the union".
In a candid interview with the Fiji Times in Dublin on Thursday, Brewer said he felt there was a need for a system of protocols in-place to govern the way things were run.
"And that's from the rugby side, financial transparency, sales and marketing, the administration side -- those things need to be tightened up a lot more,"' he said.
"But that I can always put in my tour report as far as areas where things have fallen between the cracks and how if there was some protocols in-place, prior to even coming on tour, these problems would never have happened."'
Brewer cited two examples of what he considered 'problems' arising from this apparent lack of a system -- visas not being issued for some players and clubs demanding the return of their players before the end of the tour.
But that's the bigger picture, he said.
"There have been hundreds of things to be honest that in my opinion, has been caused by a lack of organisation so there are lots to do."
