WITHOUT any guidelines or a management plan, any organisation could fall victim to mismanagement, says Ministry of Fisheries permanent secretary Sanaila Naqali.
He made the comment at the launch of the ministry’s Human Resource Management Operational Manual in Suva last week Wednesday.
“The focus of the manual is to guide the ministry in implementing HRM practices across both technical and corporate services of the organisation,” he said.
Fisheries Minister Semi Koroilavesau said the manual mirrored the Ministry of Forestry’s HRM guidelines.
“The Fisheries Ministry had operated under the Ministry of Forestry for the last four years and the understanding that I have is we had followed down from the regulations and formalities that was carried out from the Ministry of Forestry,” Mr Koroilavesau said.
Mr Koroilavesau said Fisheries Ministry staff members would be guided by the manual in employment issues.
“This manual will finalise the procedures and processes of the ministry although it has been operating for the last 14 months basically on guidelines that is practised within the ministry. I think the most important aspect is that people within the ministry now know that there are regulated processes and procedures and they can refer to them when discussing issues concerning their employment.”
